Dmitriy Gulyaev — Youth Digital Ombudsman; FGBOU HE

Born on January 18, 2000 in the Krasnodar Territory.

2022: Graduated cum laude from the Kutafin Moscow State Law University, with a degree in jurisprudence, and enrolled at the Institute of Public Law and Management in the Legal Support of Public Management program, specializing in jurisprudence. For advanced professional achievements in jurisprudence Dmitry received a commendation from the Association of Lawyers of Russia in 2022.

April 6, 2021: Elected Russia’s first Youth Digital Ombudsman at the First Youth Forum on Internet Governance held under the auspices of the UN.

Since June 2021: Director of the Center for Protecting Young People’s Rights in Digital Space at the Kutafin Moscow State Law University.

Expert at the consultative group of the Alliance for the Protection of Children in the Digital Environment, nominee of the award of the Znaniye Russian Society for his contribution to education in the New Horizons category. Founder and leader of the School of Youth Online Security project aimed at improving digital and legal literacy among students.

2019: Did an internship at the analytical department of the Expert and Legal Directorate of the Office of Human Rights Commissioner in the Russian Federation.

2020: Practiced at the expert and analytical department of the Organization and Analytical Directorate of the Krasnoyarsk Territory Government.

Published research papers on human rights protection, including in peer reviewed scientific journals of the State Commission for Academic Degrees and Titles under the Russian Ministry of Education and Science. In 2020, one of his papers was nominated for the medal of the Russian Academy of Sciences for university students of Russia.

2020-2021: Received a scholarship of the Moscow Government; in 2021-2022 a scholarship of the President of the Russian Federation.
