BIOGRAPHY
Sergey Plugotarenko — ANO Digital EconomyGeneral Director, Digital Economy autonomous non- profit organization.
1999: Graduated from the Moscow Institute of Physics and Technology, Faculty of Physical and Quantum Electronics (1993-1996), the Faculty of Management and Applied Mathematics (1996-1999), receiving the qualification of engineer-physicist with an emphasis in applied mathematics and physics.
1998-2004: Idea initiator and leader of a range of internet organizations which came together in 2000 to form ASG Holding (web development, programming, information and advertising services on the internet, assistance for online projects).
2004 – present: Director of the Runet Prize.
2005 – present: Program director of major conference events, including the Russian Internet Forum (RIF), Russian Internet Week (RIW), and others.
2005-2010: Deputy Executive Director, then Executive Director of ROCIT.
Initiated establishing the Russian Association of Electronic Communications (RAEC). In 2006, he became First Deputy Director of RAEC, and then Director of RAEC in 2010-2022.
2022: General Director of Digital Economy.
Conceived a series of research and analytical products, among them the Economics of Runet research, the annual report Runet Today: Events, Figures and Facts, and others.
Takes part as an expert in the work of field- specific and state commissions, working groups, and civic and expert councils under state agencies such as the State Duma, the Federation Council, the Ministry of Digital Development, Communications and Mass Media, Roskomnadzor, Rospechat, and others. Member of the presidium of the Government Commission on Digital Development.
