Gleb Shuklin — Big Data AssociationCoordinator of the Strategic Committee of the Big Data Association, Director of Research Projects at the Internet Research Institute.
Gleb Shuklin has been working in the internet industry since 2012. Over the years, he has taken part in the work of various groups and commissions on developing the internet economy and transforming legislation in connection with the development of digital technologies. He has served as Coordinator of the Russian Association for Electronic Communications’ Commission on E-commerce; member of the RAEC commissions on legal affairs, information security and cybercrime; member of the working groups on amending civil legislation on intellectual property and free licenses on developing the Long-Term Intellectual Property State Strategy; and member of the Expert Council at the State Duma Committee on Information Policy, Information Technologies and Communications.
Author of analytical articles about user rights
on the internet, and the identification and
transformation of copyright on the internet. Co-
author of research papers on user identification and
authentication, national digital infrastructure
services, data circulation regulation, smart cars,
telemedicine regulation, and biometric identification
systems. Developer of concepts and strategies on the
legal regulation of big data, as well as amendments
to Russian legislation regarding the consent of a
personal data subject and experimental legal regimes
for data.
Education: Bachelor of Philosophy (Lomonosov Moscow
State University) and Master of Psychology (National
Research University Higher School of Economics).
Married, with three children.
