Alexander Khinstein — State Duma Committee on Information policy, Technologies and Communications

Member of the State Duma of the Federal Assembly of the Russian Federation (fourth to eighth convocations). Chairman of the State Duma Committee on Information Policy, Information Technology and Communications, member of the Presidium of the United Russia party’s General Council. In the 1990s, he published a number of explosive investigative reports that prompted criminal probes of high-ranking government officials. Author of ten books.

Between 2003 and 2022, as a member of the State Duma (fourth to seventh convocations), Alexander Khinshtein co-authored 213 legislative initiatives and amendments to federal bills.

Bills penned and submitted by Alexander Khinshtein or with his participation between 2020 and 2022: the law on enhancing personal data protection, the law on using only verified websites in schools, the law on free access to socially significant websites, the law on extrajudicial blocking of websites used to transfer money to online casinos, the law penalizing violations against sustainable Runet and IT sanctions against the media, the law on penalizing social media for not removing prohibited content, the law on sanctions for censoring Russian media outlets, the law obliging mobile network operators to block mobile communications on the territory of correctional institutions, the law on priority admission to higher education institutions for children of Internal Affairs Ministry and Russian Guard officers, the law penalizing government officials for offensive behavior with fines of up to 150,000 rubles, the law prohibiting alcohol sales in residential buildings, the law on animal shelters based on private-public partnership and municipal-private partnership; the law on life sentences for repeated child molesters, and others.

In particular, Alexander Khinshtein initiated and co-authored a bill prohibiting LGBT propaganda and protecting traditional values in Russia. On November 24, 2022, the bill was unanimously approved and passed by the State Duma.

Alexander Khinshtein coordinates the Historical Memory federal project of the United Russia party. In 2019, the Victory Dictation national history campaign dedicated to the Great Patriotic War was launched as part of the project. In 2022, more than 1.6 million people took part in the dictation. There are more than 15 times as many dictation platforms as there were four years ago, at the start of the campaign, and ten times as many participants.

At Khinshtein’s initiative, United Russia founded the Our Victory Organizing Committee that consolidated the party’s projects and initiatives focused on preserving the historical memory of the heroes of the Great Patriotic War, helping war veterans and preventing falsification of history.

He was ranked first in the rating of the most useful State Duma members in 2021 and 2022.
