Deputy Chair of the Moscow Region Commission on Legal Support of Digital Economy, Association of Russian Lawyers.

Between 2001 and 2017, Boris held different posts at the Russian Ministry of Economic Development, the Presidential Executive Office and the Federal Service for the Oversight of Telecommunications, Information Technology and Mass Media.

He was involved in developing major legislative initiatives on the development of digital economy, regulating online interactions, the IT industry, telecommunications and media.
